Association Overview

河北省对外投资和经济合作协会（简称河北外经协会）是1996年由河北省商务厅成立的协会，在河北省民政厅民管局登记备案，是具有独立法人资格的社会组织。

The Hebei Province Association for Outward Investment and Economic Cooperation (abbreviated as HAEIA) is a social organization established in 1996 by the Department of Commerce of Hebei Province. It is registered with the Civil Affairs Department of Hebei Province and possesses independent legal person status.

协会自成立以来，在省委、省政府和各厅局的领导下，在广大会员的努力和社会各界的支持下，我会始终坚持服务于国际、国内两大市场，尤其是服务于省内企业和企业家，积极主动履行各项职能，为省市和区域经济及社会发展做出了应有的贡献。

Since its establishment, under the leadership of the Provincial Party Committee, Provincial Government, and various departments and bureaus, and with the dedication of its members and support from all sectors of society, the Association has consistently served both domestic and international markets, with a particular focus on supporting enterprises and entrepreneurs within the province. It has proactively fulfilled its functions and made significant contributions to the economic and social development of the province, cities, and the broader region.

本会始终坚持“让企业走向世界，让世界了解中国”的办会宗旨，着力发挥桥梁纽带作用，积极组织会员单位对接国内、国外市场，真实反映企业、企业家的呼声和意愿，坚决维护企业、企业家的合法权益，努力促进企业之间交流合作，积极引导企业家勇于承担社会责任，为推动企业创新发展、可持续发展和我省经济高质量发展做出突出贡献。

The Association has always adhered to its founding purpose of "Helping Enterprises Go Global and Introducing the World to China." It focuses on playing a bridging role, actively organizing member units to connect with domestic and international markets, faithfully representing the voices and aspirations of enterprises and entrepreneurs, resolutely safeguarding their legitimate rights and interests, and striving to promote exchange and cooperation among businesses. Furthermore, it actively guides entrepreneurs to shoulder social responsibilities and has made notable contributions to fostering innovation, sustainable development, and high-quality economic growth in the province.

本协会经常围绕企业在经营过程中的难点痛点，邀请省发改委、商务厅、工信厅、公安厅、外事办、贸促会等省政府各部门进行政策解读、帮扶等；组织各大院校教授、经济专家学者和社会研究机构，进行企业战略规划定位、产品市场调研、企业诊断、海内外项目前期尽调、海内外企业知识产权保护、企业企业家维权等；组织企业、企业家召开国内外政治经济形势报告会、企业走出去风险发布会、举办各种企业家主题沙龙及亲子活动等；组织政企对接、校企合作、海内外项目资源对接和商务考察；本协会以其专业的品质、卓越的服务赢得了省委、省政府及各厅局的信任和广大会员的拥护。

The Association regularly addresses the challenges and pressing issues faced by enterprises during their operations by inviting various provincial government departments, such as the Provincial Development and Reform Commission, Department of Commerce, Department of Industry and Information Technology, Department of Public Security, Office of Foreign Affairs, and China Council for the Promotion of International Trade (CCPIT), to provide policy interpretations and support. It also organizes professors from universities, economic experts, scholars, and social research institutions to offer services including corporate strategic planning, product market research, enterprise diagnostics, pre-investment due diligence for domestic and overseas projects, intellectual property protection for businesses at home and abroad, and rights protection for enterprises and entrepreneurs.

Additionally, the Association arranges report sessions on domestic and international political and economic trends, risk briefings for enterprises expanding globally, thematic salons for entrepreneurs, and family-friendly events. It facilitates government-enterprise dialogues, university-industry collaborations, resource matchmaking for domestic and overseas projects, and business study tours.

With its professional competence and exceptional services, the Association has earned the trust of the Provincial Party Committee, Provincial Government, and various departments, as well as the strong support of its members.

协会下设有“智库专家委员会”“对外贸易服务专业委员会”“法律服务专业委员会”“品牌建设专业委员会”等10多个专业委员会；协会还设有省内外17个联络处；境外“日本、尼日利亚、泰国、澳大利亚、英国、香港”等30多个国外境外联络处；协会会员企业涵盖装备制造、建筑建材、电子信息、医药化工、食品餐饮、新能源（包括汽车）、纺织服装、商贸物流、钢铁冶金、房地产、金融服务、对外贸易、劳务合作、涉外律所、教育培训、咨询设计、智能家居、安保家政、批发零售等诸多行业，是我省涉外影响力最大、联合企业最广泛的社会组织之一，形成了覆盖我省11个地级市和22个县级市，全方位、多层次、多渠道的组织网络和多功能的服务体系。

The Association has established over ten specialized committees, including the "Think Tank Expert Committee," "Foreign Trade Services Professional Committee," "Legal Services Professional Committee," and "Brand Building Professional Committee." It also operates 17 liaison offices within the province and more than 30 overseas liaison offices in locations such as Japan, Nigeria, Thailand, Australia, the United Kingdom, and Hong Kong.

The Association’s member enterprises span a wide range of industries, including equipment manufacturing, construction and building materials, electronic information, pharmaceuticals and chemicals, food and beverage, new energy (including automotive), textiles and apparel, commerce and logistics, iron and steel metallurgy, real estate, financial services, foreign trade, labor cooperation, foreign-related law firms, education and training, consulting and design, smart home solutions, security and home services, as well as wholesale and retail.

As one of the most influential social organizations in the province with the broadest representation of enterprises, the Association has built a comprehensive, multi-level, and multi-channel organizational network covering all 11 prefecture-level cities and 22 county-level cities within the province, forming a versatile service system.

本协会于2024年5月18日召开了换届大会，即“第八届会员代表大会暨理事会第一次会议”。河北省商务厅原副厅长奚献军出任新会长、河北省政府原副省长刘健生担任协会顾问。

The Association held its election meeting on May 18, 2024, namely the "8th Member Congress and the 1st Council Meeting".
Mr. Xi Xianjun, former Vice Director of the Department of Commerce of Hebei Province, was elected as the new President, while Mr. Liu Jiansheng, former Vice Governor of Hebei Provincial Government, assumed the role of Advisor to the Association.

聚焦企业“走出去”核心需求，通过国际商务考察活动，挖掘潜在合作机遇，组织企业”冀品出海”；举办国际经济合作论坛、境外投资研讨会、经验分享会等高端交流活动，搭建河北企业与全球企业对话合作的桥梁，促进国际资源与本地产业深度融合。同时，配套开展品牌国际化战略规划、品牌海外推广活动，助力企业塑造国际品牌形象，提升全球市场知名度与竞争力。

Focusing on the core needs of enterprises "going global", the Association organizes international business study tours to explore potential cooperation opportunities and facilitates the "Hebei Products Going Global" initiative. It hosts high-level exchange events such as international economic cooperation forums, overseas investment seminars, and experience-sharing sessions, building a bridge for dialogue and collaboration between Hebei enterprises and global businesses, and promoting deep integration of international resources with local industries.

In addition, the Association supports enterprises with brand internationalization strategy planning and overseas promotion campaigns, helping them build an international brand image and enhance their visibility and competitiveness in the global market.

构建高效畅通的政产学研金协同对接机制，打通企业与政府部门、科研院校、金融机构间的信息壁垒与合作通道。精准对接企业发展需求，协助企业申领惠企政策、争取专项扶持资金、引入前沿技术成果；建立企业诉求快速响应机制，及时反馈行业共性问题，推动营商环境持续优化。整合国内外优质资源，搭建技术共享、人才交流、资本对接平台，促进企业间资源互补与协同发展，实现产业链上下游资源高效配置。

This platform aims to establish an efficient and smooth collaboration mechanism among government, industry, academia, and financial institutions, breaking down information barriers and opening up channels for cooperation between enterprises, government departments, research institutes, and financial organizations.

It precisely addresses the development needs of enterprises, assisting them in applying for business-friendly policies, securing special support funds, and introducing cutting-edge technological achievements. A rapid response mechanism for corporate appeals has been established to promptly reflect common industry issues and promote the continuous optimization of the business environment.

By integrating high-quality domestic and international resources, the platform fosters technology sharing, talent exchange, and capital alignment, enabling resource complementarity and collaborative development among enterprises. This ensures efficient allocation of resources throughout the industrial chain.

Leveraging a professional international market research team, the platform conducts in-depth analysis of global market trends and demands, screens and recommends high-quality overseas projects, and formulates precise market expansion strategies for enterprises. It regularly hosts matchmaking events such as project roadshows and one-on-one negotiation meetings to facilitate project implementation and cooperation. The platform also organizes enterprises to participate in top-tier domestic and international exhibitions such as the Canton Fair, China-ASEAN Expo, and Hannover Messe Germany, providing a one-stop platform for companies to showcase products, expand channels, and connect with clients, thereby supporting comprehensive development in both international and domestic markets.

建立健全全流程风险防控体系，针对国际贸易中的关税壁垒、汇率波动、法律合规等潜在风险，提供前瞻性预警与规避方案；组建由国际贸易法专家、行业顾问构成的专业团队，当企业遭遇贸易摩擦、知识产权纠纷、合同争议等问题时，快速响应并提供法律咨询、诉讼代理、仲裁调解等一站式维权服务，切实保障企业合法权益。每年组织企业参加大型“走出去”风险发布会，为企业规避风险、跨境经营保驾护航。

We aim to establish a comprehensive end-to-end risk prevention and control system to address potential challenges in international trade—such as tariff barriers, exchange rate fluctuations, and legal compliance—by providing forward-looking early warnings and avoidance strategies.
A professional team comprised of international trade law experts and industry consultants is formed to offer swift response and one-stop rights protection services—including legal consultation, litigation representation, and arbitration mediation—when enterprises encounter issues like trade friction, intellectual property disputes, or contract conflicts, thereby effectively safeguarding their legitimate rights and interests.
Additionally, the Association organizes an annual large-scale "Going Global" Risk Briefing Session to help enterprises mitigate risks and navigate cross-border operations with greater confidence.
